MSA Security is proud to announce that William F. Flynn, former Principal Deputy Assistant Secretary for Infrastructure Protection with the U.S. Department of Homeland Security (DHS), will be joining the MSA Security (MSA) team as a Strategic Advisor.

In addition to decades of executive level experience with the NYPD and worldwide deployments with the U.S. Navy, Mr. Flynn has spent the past 11 years with the DHS, uniquely straddling senior policy and operational issues. He has been at the strategic forefront of critical infrastructure security and resilience programs, partnerships, and capabilities across the United States.
Mr. Flynn brings to MSA his vast knowledge, decades of leadership experience, and extensive contacts across all 16 DHS identified critical infrastructure sectors. He also brings experience identifying and analyzing the nation’s highest risk assets and interdependences, coordinating responses to major all-hazard incidents, and developing counterterrorism programs and strategies. Among the many successful security initiatives that he created at the DHS was the Protective Security Advisor program where he recruited, trained, and deployed experienced security specialists across the United States to work closely with first responders and the private sector to mitigate risk to the nation’s critical infrastructure.
Mr. Flynn was a leader and key member of several advisory committees, including: the Homeland Security Intelligence Council, the Counterterrorism Advisory Board, the Counter IED Executive Steering Committee, the Special Events Working Group, and the Fusion Center Executive Steering Committee. He was nominated by the Secretary of Homeland Security and selected to chair a North Atlantic Treaty Organization (NATO) committee responsible for coordinating and monitoring national and NATO arrangements for civil emergencies, crisis management, and critical infrastructure protection. He also led the DHS’s efforts in support of “The President’s plan to protect our children and our communities by reducing gun violence”, following the Sandy Hook Elementary School shooting.
Among Mr. Flynn’s many awards was the highly prestigious 2014 Presidential Rank Award recognizing the top performers of the Senior Executive Service across all government agencies.
